What makes St Kilda different
A suburb of flats
In the 1930s new flats outnumbered new houses about ten to one, and more went up in the 1960s, some on undersized sites. At the 2021 Census, 79.0% of occupied homes were flats and 60.4% were rented.
Mansions carved up
After the 1890s depression, several large mansions were split into apartments or boarding houses. St Kilda Hill, east of St Kilda Road, was where the big villas and mansions stood.
Heritage everywhere
Heritage Overlay 7 covers a large precinct across St Kilda, Elwood, Balaclava and Ripponlea, and Port Phillip proposed interim controls on another 295 properties. Early flat blocks like Majestic Mansions (1912) and Belvedere Flats (1929) are individually listed.
Exposed to the bay
The beach forms St Kilda's western boundary, and BlueScope classes Port Phillip Bay from Altona to Portsea as exposed marine water, not calm water.
Steel near the bay: BlueScope's guide
| Recommended distance from surf or exposed water | Notes | |
|---|---|---|
| Standard COLORBOND | More than 200 m | BlueScope's everyday range |
| COLORBOND Ultra | More than 100 m | Made for more severe marine sites |
| SUPERDURA Stainless | Any distance | For the most exposed spots |
| ZINCALUME (unpainted) | More than 200 m | Same distance as standard COLORBOND |
How to read that table
BlueScope measures those distances from the high water mark, and says local conditions like prevailing wind and spots that rain doesn't wash change how steel performs. Ask your roofer to confirm the product for your exact address.
Who fixes a roof on a block of flats?
If you own a flat, the roof is usually common property, so the owners corporation arranges the repair through its manager. Report a leak in writing with photos, and ask for a roofer to look at the whole roof rather than patching above one unit. If you rent, tell your landlord or agent in writing straight away.
Melbourne's terrace builders hid roofs behind decorative parapets, and older blocks often drain through box gutters and parapet outlets that block with leaves and grime. See box gutters for what goes wrong.
Heritage. In a heritage overlay, a planning permit is needed for works that change a building's appearance or don't use the same details and materials. Port Phillip's Heritage Policy Map shows whether a property is graded significant, contributory or non-contributory. More in slate and heritage roof restoration.
What we'd do in St Kilda
Get the owners corporation to commission one roofer for the whole roof and a written report, not a patch over whichever unit complains loudest. If metal is being replaced anywhere near the water, have the roofer check the steel grade for that exact spot against BlueScope's guidance before the order goes in.
